I am going to make my ideas and interview process based upon hiring for a very strong team and club, but you can and should take the ideas and tailor them to your needs.
I would suggest that you treat it very seriously. The coach is the top man in the club and the top man needs to be the right man (or woman). I would ask very specific detailed questions and really LISTEN to what the coach has to say.
I would also make sure that you have some type of expectations for the answers to the questions in your head. This is not necessarily easy to do, but it is essential to do and to do correctly. Some of this can be done in writing and some of it via personal interview; it will be very interesting to see the results.
General views and understanding
What do you know about our league, the players in our league and the quality of the competition in our league?
What are you views on how this operation can be run most effectively and how this operation would run most effectively and what do you see yourself doing to make that happen?
What type of assistance would you need to make that happen?
What is the timeframe that you had in mind for making it happen?
Coaching skills
What is your coaching philosophy?
What makes you an effective head coach at this level?
If successful in getting the head coach position, what type of assistant coach would you appoint to compliment your skills?
What professional development activities have you undertaken in the last 12 months?
Knowledge of the game
What are the areas of play that you believe need improvement for our (club, school, territory) to be the best in the nation (or league, or city or territory)?
Specific technical knowledge
Forwards - What would be your Lineout philosophy for our team?
Backs – What would be your backline attack philosophy for our team?
Forwards - What are your non-negotiable principles for lineout?

If unsuccessful in getting the head coach role, would you like to be considered for the assistant coach role?
These questions are by no means exhaustive, nor are they all applicable to all situations, it is just that if you are going to go out looking for a coach, make sure it is the right man for the job.
No one is an expert in all areas, some coaches are new, some are experienced, some are flexible, some are set in their ways, all of these types of coaches have been very successful.
You may want someone who is new and can grow into the role, people need a first job and some people who have been put to pasture can still win (see Dick Vermeil with Rams after 17 years out of football). It is just too important of a decision to be made, without asking the appropriate questions.
